No copyright date is included in this film. At one point, a billboard for Busch beer can be seen that displays the slogan "Head for the Mountains". This became the slogan for Busch in 1979, which would indicate that this film was made in that year or the early 1980s. This would seem to make it the most-recently-produced short used by Mystery Science Theater 3000.
There is no entry for this film at imdb.com and it is not listed in the credits of any of the people who worked on this film, making it difficult to make connections with other projects. For example, the Jeffrey B. Light that is credited with Optical Effects in Bicycling Visual Skills could be the same person as Ohio native Jeffrey B. Light who worked on the visual effects of several notable films including The Rocketeer, Terminator 2: Judgement Day, and the Star Wars prequels, but this cannot be confirmed.
