Rick Sloane.

Rick Sloane (born 1961) is a director of relatively low budget B-movies, including several installments of the Vice Academy films.

His most critically acclaimed work was the late-80s film Marked for Murder starring Martin Sheen - brother of Joe Estevez - which was granted three out of four stars by Leonard Maltin.

Sloane reportedly enjoyed the riffing of Hobgoblins, but didn't expect for himself to be the target of such harsh ridicule near the end of the experiment. He based the theme song for the sequel Hobgoblins 2 on the "Hobgoblins Song" that Mike and the Bots sing during the episode.
